A good example is the inaugural horse racing season at the Arlington Downs in November 1929, where William T. Waggoner made about $67,000 from 66 races. It is estimated that he lost about $50,000 that season alone due to the deficiencies of the pari-mutuel betting system at that time.

A New Hope in the Great Depression

As fate would have it, the Great Depression came calling in 1929. Tough economic times made the Texan legislature rethink its position on pari-mutuel gambling. In 1933, this year brought good tidings to horse racing bettors; the state and the legislature passed a law that legalized pari-mutuel betting to raise revenue collection. This legislation also created the Texas Racing Commission to regulate gambling activities on horse racing.
